As CMS’ FY 2024 Hospice Final Rule becomes effective Oct 1, 2023, the hospice industry finds itself the object of CMS’ Hospice Special Focus Program (SFP), the focus of CMS scrutiny of spending patterns for non-hospice services provided to active hospice patients and hospice ownership transparency, and still anticipating the long-awaited Hospice Outcomes and Patient Evaluation (HOPE) tool. Join Beth Noyce, RN, BSJMC, HCS-C, BCHH-C, COQS, CHAP-certified home health & hospice consultant as she spells out the changes published in this rule that affect your hospice work and bottom line. You need to know how hospice reimbursement will change and what the 2024 aggregate cap is for hospices. Also important is what CMS reveals about its study of informing patients and caregivers prior to hospice selection and ways to examine health equity as well as how the ending public health emergency changes hospices can provide hospice care. And don’t forget the updates on the Hospice Quality Reporting Program, the still-anticipated and CMS’ experiment with health equity concerning Consumer Assessment of Healthcare Providers and Systems (CAHPS) Hospice Surveys. Oh, and as if that weren’t enough, CMS threw into its 2024 Physician’s Fees Proposed Rule a proposal to update the Hospice Conditions of Participation (CoPs) to add marriage and family therapists (MFTs) or mental health counselors (MHCs) as part of the hospice interdisciplinary team and would make changes to the hospice personnel requirements. Beth Noyce, RN, BSJMC, HCS-C, BCHH-C, COQS, is a CHAP-certified Home Health and Hospice Consultant, mentor, educator and regulatory master who helps agencies know when they are at risk. Beth is former Executive Director of Utah Hospice and Palliative Care Organization and Utah Association for Home Care and Medicare Administrative Contractor medical reviewer. She serves Hospice Advocacy Board and NAHC’s Hospice Quality Subcommittee and has served on NACH’s Hospice Advisory Board.
