Home Health CMS Blanket Waiver Guide
This one page document provides a succinct summary of the current Federal Blanket Waivers implemented to assist providers in their challenges due to COVID-19. The list includes those waivers published prior to June 14, 2020 and are retroactive to March 1, 2020. The Federal Waivers will expire the final date of the Public Health Emergency. Home Health CMS Blanket Waiver as of June 2020
This webinar addresses the Blanket Waivers for Home Health in effect from March 1 through the date of webinar publication on June 17th. Waivers updated after June 17th are not included in this webinar. The webinar provides information on the waiver, the CHAP Standard and CMS regulation impacted by the waiver and tips for compliance.
CHAP Is Officially Resuming Site Visits!
CHAP is resuming regular site visit activity the week of June 8, 2020. This means that accredited organizations can expect a re-certification visit or a focus visit associated with a previous site visit. Site visits for deemed organizations remain unannounced. Initial site visits will continue to be scheduled based on readiness. Re-accreditation visits for all other organizations will be scheduled per our usual process.
NOTE: The re-accreditation or initial surveys of DMEPOS are not yet authorized by CMS.
- The scheduling of CHAP site visits will be based on a state’s re-opening criteria.
CHAP site visitors will be assessing compliance with standards acknowledging:
- Current federal blanket waivers for home health and hospice regulations - if your organization obtained a specific waiver, please have that available at the time of your site visit;
- State Medicaid waivers, and
- Applicable state executive orders.

CHAP is contracted with several states to complete the licensure site visit. This may enable providers to attain licensure sooner than through other means. This set of standards is a subset of the total Hospice standards and includes only those requirements which would need to be in place to obtain licensure. REGISTER

The California Hospice Licensure Standards are a set of standards that include CHAP requirements related to aspects of licensure that are compliant with California requirements. as well as, California specific licensure requirements that are not addressed through CHAP hospice standards. REGISTER
CHAP Hospice Standards of Excellence
CHAP Hospice Standards of Excellence are designed to give supportive care to people in the final phase of a terminal illness and focus on comfort and quality of life, rather than cure.
Hospice programs generally are home-based, home being defined as where the patient lives including nursing homes, assisted living facilities, group homes, and inpatient hospice units as well as private homes. The philosophy of hospice is to provide support for the patient's emotional, social, and spiritual needs as well as medical symptoms as part of treating the whole person. REGISTER
